Establishes a family engagement computer adaptive prekindergarten program as a new enrollment option under the Voluntary Prekindergarten Education Program, allowing parents to enroll eligible children in programs delivered by private providers.

Requires family engagement computer adaptive prekindergarten programs to include at least 45 academic hours with individualized reading, mathematics, and science curriculum aligned with Florida Early Learning and Developmental Standards.

Mandates programs be home-based with parental engagement components, provide computers and internet service to families lacking access, and include pre- and post-program assessments measuring early literacy skills.

Requires private providers offering these programs to evaluate them and report on family participation, software usage frequency, technical obstacles, parental feedback, and student growth on assessments.

Authorizes early learning coalitions to reimburse approved private providers for authorized services, with reimbursement not exceeding the base student allocation for the Voluntary Prekindergarten Education Program, effective July 1, 2019.
