Replaces "licensed electrical contractor or electrician" with "licensed professional engineer" as the qualified professional to certify fire and life safety code compliance for condominiums and cooperatives.

Exempts buildings 75 feet or less in height from mandatory fire sprinkler system or engineered life safety system retrofitting; buildings over 75 feet may forego retrofitting only through majority vote of unit owners.

Allows opt-out votes to be conducted by limited proxy, ballot at membership meeting, written consent, or electronic voting, and makes votes effective upon recording a certificate in county public records.

Establishes that failure to provide timely notice to unit owners or failure to report membership votes does not invalidate otherwise valid opt-out votes.

Prohibits local authorities from requiring retrofitting completion before January 1, 2022, and requires associations not in compliance to initiate building permit applications by December 31, 2019, demonstrating compliance by December 31, 2021.
