Authorizes Florida College System institutions serving hurricane-impacted counties to waive out-of-state fees for student recruitment for 3 years, beginning 180 days after the hurricane impact date.

Applies only to institutions experiencing enrollment decreases of more than 10 percent as a result of hurricane impacts.

Limits waiver eligibility to up to 110 percent of required credit hours for a student's degree or certificate program, with a maximum of one semester of disenrollment permitted.

Requires each Florida College System institution to report annually to the State Board of Education the number and value of all fee waivers granted under this provision.

Excludes out-of-state students receiving these waivers from enrollment totals calculated by the Education Estimating Conference on Florida College System Enrollment.
