Agency for Health Care Administration must design and annually administer patient safety culture surveys for hospitals and ambulatory surgical centers, measuring adverse events, teamwork, error reporting comfort, safety compliance, and staff confidence in facility quality.

Surveys shall be anonymous and based on nationally recognized products including those from the federal Agency for Healthcare Research and Quality and the University of Texas Safety Attitudes Questionnaire.

Health care facilities must submit facility patient safety culture surveys to the agency as a condition of licensure under section 408.810.

Facility patient safety culture survey data becomes required submission to the agency alongside other health care data for transparency purposes.

Appropriates $352,919 in recurring funds from the Health Care Trust Fund for the 2019-2020 fiscal year and authorizes one full-time equivalent position to implement the requirements; effective July 1, 2019.
