Establishes the Companion Animal Public-Private Partnership Act to promote partnerships between public shelters, private shelters, and nonprofit rescue organizations to reduce costs and euthanasia rates.

Prohibits animal shelters from euthanizing animals when a rescue organization has indicated it will take custody; shelters must release the animal to the rescue organization.

Defines "rescue organization" as a 501(c)(3) tax-exempt animal rescue, adoption, or animal cruelty prevention organization.

Exempts from the prohibition: animals suspected of carrying rabies (as determined by a licensed veterinarian), dogs classified as dangerous under Florida law, and animals experiencing irremediable suffering (poor prognosis for living without severe physical pain, certified by a licensed veterinarian).

Effective date: July 1, 2019.
