Increases incentive gain-time for offenders from 10 to 20 days per month for offenses committed on or after July 1, 2019.

Requires nonviolent felony offenders to serve a minimum of 65 percent of their sentence before gain-time can result in release, rather than allowing earlier release through accumulated credits.

Requires violent felony offenders to serve a minimum of 85 percent of their sentence before gain-time can result in release, with restrictions on accumulating further gain-time once the tentative release date matches the 85 percent service milestone.

Clarifies that court-awarded credits for time physically incarcerated must be credited toward satisfaction of the 65 or 85 percent minimum service requirements.

Takes effect July 1, 2019, and applies to sentences imposed for offenses committed on or after that date.
