Proposes creation of Section 28 of Article I of the State Constitution to establish a constitutional right for persons 21 years of age or older to possess, use, and cultivate cannabis.

Defines cannabis as all parts of plants of the genus Cannabis, whether growing or not, including seeds, resins, and derivatives; defines cultivation, possession, and use with specific examples including smoking, vaporizing, eating, and drinking.

Prohibits infringement of the right to possess, use, and cultivate cannabis, while allowing the state to regulate the transfer of cannabis through purchase or sale as necessary for public health and safety.

Requires submission of the proposed amendment to Florida voters at the next general election or an earlier special election authorized by law.

Includes severability clause providing that if any provision is found invalid, the remaining provisions remain enforceable.
