Creates new duties for the Commissioner of Education to conduct annual reviews of career and technical education offerings in K-12, career centers, and Florida College System institutions, evaluating alignment with employer demand, wages, and industry certifications.

Requires the Commissioner to phase out career and technical education programs not aligned with employer needs or that don't provide middle- or high-wage job opportunities, and to encourage development of new programs in high-demand areas.

Mandates the Commissioner to submit an annual report to the Governor and Legislature by December 1 detailing review findings, misaligned programs, and unmet employer skill demands.

Requires statewide articulation agreements to include reverse transfer provisions allowing Florida College System students who transfer to state universities before earning an associate in arts degree to complete that degree upon returning.

Allows state universities and Florida College System institutions to waive tuition and fees for students who previously enrolled within the past 10 years but haven't reenrolled in the past 5 years and have completed at least 90 percent of required coursework for a degree.
