Requires high school students entering grade 9 in the 2020-2021 school year to complete a one-half credit course in United States Government and Civic Engagement instead of the standard United States Government course, which must include a nonpartisan civic literacy project as a laboratory component.

Establishes the Florida Seal of Civic Engagement Program beginning in 2020-2021 to recognize high school graduates who earn a grade of "B" or higher in the civic engagement course, demonstrate community service related to civic engagement, and achieve additional academic success in civics courses.

Requires the State Board of Education to develop minimum criteria for nonpartisan civic literacy projects that include identifying a community issue, researching it from multiple perspectives, and creating a portfolio reflecting on the student's involvement and outcomes.

Allows hours devoted to nonpartisan civic literacy projects to count toward community service requirements for high school graduation and the Florida Bright Futures Scholarship Program.

Permits earning the Seal of Civic Engagement to demonstrate civic literacy competency for college admission purposes, and includes completion of the civics course with a grade of "B" or higher as a component in school grading calculations beginning in 2020-2021.
