Authorizes the Department of Health to charge MMTC registration fees: initial fee up to $1,000 and biennial renewal fee up to $500.

Establishes application, licensure, and renewal fees for cultivation licenses (up to $1,000, $50,000, and $50,000 respectively) and processing licenses (same fee structure).

Sets lower fee caps for retail and transportation licenses: application fees up to $1,000, licensure fees up to $10,000, and biennial renewals up to $10,000 each.

Allows $500 per vehicle permit fees and up to $5,000 initial and $5,000 biennial facility permit fees.

Permits the department to charge up to $75 for issuing and annually renewing MMTC employee identification cards, and authorizes license/permit denial for failure to pay application or renewal fees.
