Reduces GPA requirement for college credit dual enrollment courses from 3.0 to 2.5 unweighted for both initial enrollment and continued enrollment.

Prohibits district school boards and Florida College System institutions from limiting the number of dual enrollment students unless the commissioner approves a one-year waiver specifically due to capacity issues.

Requires instructional materials to be made available free of charge to dual enrollment students from public high schools, home education programs, and private schools.

Expands early college programs to include private school and home education students in grades 11 and 12, and requires programs to include options for earning at least 60 college credit hours or an associate degree within 2 full school years.

Establishes reporting requirements for postsecondary institutions and district superintendents beginning September 1, 2020, including student enrollment, course completion, credits earned, degrees awarded, and barriers to program expansion.
