Creates an electric and hybrid fleet vehicle rebate program within the Department of Agriculture and Consumer Services to reduce transportation costs and encourage freight mobility investments.

Provides rebates of up to $25,000 per vehicle (maximum $250,000 per fiscal year per applicant) for conversion, purchase, or lease of electric or hybrid vehicles in fleets of three or more vehicles, with 40% of annual funds reserved for governmental applicants.

Requires the department to adopt rules by December 31, 2019, establish an application process, and publish available funding on its website on an ongoing basis.

Mandates annual assessments by October 1, 2020, and each year thereafter to the Governor, Legislature, and Office of Program Policy Analysis and Government Accountability detailing rebate awards and vehicle information.

Appropriates $3 million in recurring funds annually from the General Revenue Fund for the 2019-2020 through 2023-2024 fiscal years to fund the program.
