Requires applicants to submit an application to the Department of State by September 1, 2019, including an affidavit, documentation of confinement from state archives, and photo identification

Establishes a 30-day initial review period for the department to identify errors or omissions, with applicants having 15 days to respond, followed by a 60-day processing period for completed applications

Requires the Department of State to submit a list of all certified victims to the President of the Senate and Speaker of the House by December 31, 2019
