Revises age eligibility requirement for the Gardiner Scholarship from "on or before September 1" to "when" the student applies, allowing 3-4 year olds to qualify at time of application rather than a fixed date.

Adds tuition and fees for art, music, or theatre programs as an authorized use of Gardiner Scholarship funds.

Modifies compliance statement requirements to require notarization only for initial eligibility, allowing annual renewal statements to be sworn but not notarized.

Requires the Department of Education to implement a secure online system or electronic portal for parents to submit information needed to maintain program eligibility.

Takes effect July 1, 2019.
