Changes quorum requirement for homeowners' association meetings from 30 percent of total voting interests to 30 percent of parcel owners meeting specific criteria.

Limits qualifying parcel owners to those who reside in the community, own the property as their homestead, and have no unpaid assessments.

Requires member voting decisions to be made by majority of voting interests present in person or by proxy at meetings where quorum is established.

Mandates meetings be held at physically accessible locations for handicapped persons upon request.

Effective July 1, 2019.
