Establishes the Task Force on Apprenticeship Expansion adjunct to the Department of Economic Opportunity with 17 members appointed by July 31, 2019, to examine workforce needs in skill deficit industries and recommend legislative and administrative changes by March 1, 2020.

Authorizes nursing licensure and certified nursing assistant candidates to take competency examinations before submitting all required documentation, but requires full compliance with all requirements before receiving credentials.

Requires schools to include the percentage of students engaged in apprenticeship or preapprenticeship programs as a component in school grade calculations beginning with the 2019-2020 school year.

Provides an additional 0.3 full-time equivalent student membership value for high school students who earn an Advanced Placement Capstone Diploma in addition to a standard diploma.

Updates cross-references throughout apprenticeship statutes to include the new Task Force on Apprenticeship Expansion section (446.093).
