Creates a state disqualification list maintained by the Department of Education containing names of individuals whose educator certificates have been permanently revoked and those permanently disqualified from scholarship programs.

Prohibits individuals on the disqualification list from being employed or contracted by charter schools, serving on charter school governing boards, or working in any position requiring direct student contact at public or private schools.

Requires private schools participating in scholarship programs to deny employment to individuals whose educator certificates are revoked, who are barred from reapplication, or who appear on the disqualification list.

Authorizes the Commissioner of Education to permanently deny or revoke authority for private school owners or operators to establish or operate schools in Florida and mandates their inclusion on the disqualification list if they operate schools contrary to public health and safety.

Makes it a third-degree felony for individuals on the disqualification list to serve or apply to serve as employees or contracted personnel at any public or private school in Florida.
