Requires defendants sentenced for simple possession of controlled substances committed on or after October 1, 2019, with 60 or fewer sentence points to receive nonstate prison sanctions unless the court finds public danger risk.

Allows defendants convicted of offenses with mandatory minimums committed on or after October 1, 2019, to petition the sentencing court for departure from mandatory minimum sentences and fines if criteria are met, including no prior departures, no violent felonies, no physical injury or coercion, and no minor victims.

Increases incentive gain-time eligibility for offenses committed on or after October 1, 2019, to 20 days per month with different earning caps: 65 percent of sentence for nonviolent felonies and 85 percent for violent felonies.

Allows persons convicted of noncapital offenses and sentenced to life imprisonment to qualify for conditional release after serving 20 years with no disciplinary violations, requiring the Department of Corrections to review records within 180 days prior to eligibility.

Takes effect October 1, 2019.
