Moves the annual reporting deadline for the Commissioner of Education from November 30 to April 30 each year.

Requires the report to cover Florida high school graduates who enrolled for the first time in public postsecondary education during the summer, fall, or spring term of the previous academic year.

Report must be submitted to the State Board of Education, the Board of Governors, and the Legislature and include data on students needing developmental education or applied academics for adult education.

Takes effect July 1, 2019.
