SB 1486 Summary

• Establishes the Healthy Florida program, a comprehensive universal single-payer health care system administered by an independent Healthy Florida Board with nine appointed members and one ex officio member representing the State Surgeon General.

• Provides universal health coverage to all Florida residents with no premiums, copayments, deductibles, or cost-sharing for covered benefits, funded through broad-based revenue and federal funds from Medicaid, Medicare, and other programs.

• Covers comprehensive health care services including inpatient/outpatient care, prescription drugs, mental health services, dental care, vision care, emergency services, and other medically appropriate treatments determined by health care providers.

• Prohibits private health insurance carriers from offering benefits that duplicate Healthy Florida coverage and restricts law enforcement from using program resources to investigate violations related to immigration status or religious registration.

• Makes the program operative only after the State Surgeon General certifies that the Healthy Florida Trust Fund has sufficient revenues to fund implementation.
