Exempts physicians who provide at least 120 hours of pro bono services within a biennial licensure period from continuing education requirements established by board rule.

Expands restricted medical licenses to up to 300 physicians annually plus unlimited Canadian-licensed physicians who meet eligibility criteria, extending the contract period from 24 to 36 months.

Creates new registration programs for volunteer retired physicians and retired osteopathic physicians who have been licensed for at least 20 years, requiring biennial renewal and waiving all associated fees.

Allows physicians and osteopathic physicians who provide at least 160 hours of pro bono services during the biennial renewal period to have their license renewal fees waived.

Increases the "low-income" definition from 200 percent to 400 percent of the federal poverty level for purposes of the Access to Health Care Act.
