Amends Florida Statutes section 270.11 to allow local governments, water management districts, and state agencies to sell or release reserved interests in land at their discretion upon petition by the property owner with justification.

Expands the automatic release of right of entry for reserved interests in phosphate, minerals, metals, and petroleum to include local governments, water management districts, and other state agencies in addition to the Board of Trustees of the Internal Improvement Trust Fund and State Board of Education.

Maintains the automatic release of right of entry for any contiguous tract of less than 20 acres in the aggregate under the same ownership.

Effective date: July 1, 2019.
