Requires agencies receiving funds transferred from the State Housing Trust Fund or Local Government Housing Trust Fund under section 215.32 to submit a report to the Legislature by the end of the fiscal year identifying how the funds were spent.

Mandates that any funds appropriated from either housing trust fund for uses other than those specified in the housing statutes must be repaid within 5 years of appropriation.

Removes temporary language allowing 2018-2019 fiscal year funds to be used as provided in the General Appropriations Act, which was set to expire July 1, 2019.

Makes clarifying edits to statutory language regarding fund transfers and administrative procedures for both the State Housing Trust Fund and Local Government Housing Trust Fund.

Takes effect July 1, 2019.
