Creates the Safe Neighborhood Improvement District Revolving Loan Trust Fund within the Department of Legal Affairs to provide loans to safe neighborhood improvement districts for crime prevention projects.

Fund balances remaining at the end of each fiscal year remain available in the trust fund for carrying out its purposes, rather than reverting to the general fund.

Trust fund is scheduled for termination on July 1, 2023, unless terminated sooner, and must be reviewed prior to that date according to Florida Statutes section 215.3206.

Effective date is contingent on SB 1508 or similar legislation being enacted in the same legislative session and requires a three-fifths vote of both legislative chambers.
