Denies annual license renewal for institutions whose federal student loan cohort default rate exceeds 30 percent and establishes a Closed Institution Panel by October 1, 2019, to manage institutional closures and protect students.

Modifies Commission for Independent Education membership to include an employer of graduates and an institution alumnus, with members limited to three consecutive 3-year terms, and authorizes the commission to prohibit new student enrollment or limit program enrollment based on institutional performance.

Requires Florida College System institutions and State University System universities to consider federal student loan cohort default rates in performance funding calculations for industry certifications and other performance metrics.
