Creates requirement for vessel operators to reduce to slow speed with minimum wake when approaching within 300 feet of emergency vessels (law enforcement, Coast Guard, fire, or tow vessels) with activated emergency lights.

Requires vessel operators to reduce to slow speed with minimum wake when approaching within 300 feet of construction vessels or barges with workers actively engaged in operations and displaying an orange flag or yellow flashing light.

Establishes civil penalties for violating the new slow speed requirements: $50 for first offense, $250 for second offense within 12 months, $500 for third offense within 36 months, and $1,000 for fourth or subsequent offenses within 72 months.

Increases civil penalties for violations of derelict vessel and prohibited anchoring/mooring laws: second offense increased from $100 to $250 and third offense increased from $250 to $500.

Takes effect July 1, 2019.
