Establishes licensure requirements for "recovery care centers" as new healthcare facilities under the Agency for Health Care Administration, defined as facilities providing postsurgical and postdiagnostic care where patients are admitted and discharged within 72 hours.

Restricts recovery care center admissions to patients certified as medically stable and not requiring acute hospitalization, and requires facilities to have emergency care protocols, transfer agreements with hospitals, and discharge planning procedures.

Requires the agency to adopt rules establishing minimum standards for recovery care centers including dietetic services, medication administration procedures, and pharmacy services.

Applies the Health Care Licensing Procedures Act to recovery care centers while exempting them from specified minimum licensure requirements under section 408.810(7)-(10).

Amends cross-references in sections 385.211, 394.4787, and 409.975 to account for the renumbering of definitions caused by the addition of recovery care center definitions.
