Creates the Florida Minority Health Council as an advisory body within the Department of Health to address health disparities affecting minorities.

Establishes council membership of 14 members including the State Surgeon General (chair), Director of Office of Planning and Budgeting, three state agency heads (Children and Families, Health Care Administration, Education), six gubernatorially-appointed public members with minority health expertise, and two legislative appointees.

Appoints members to 4-year terms with staggered initial terms; members serve without compensation but receive per diem and travel reimbursement under s. 112.061.

Requires the council to analyze minority health disparities, review policies, develop comprehensive surveys of healthcare quality and access, and recommend pilot projects and educational improvements to address disparities.

Mandates the council submit an annual report by December 1 to the Governor, President of the Senate, Speaker of the House, and specified legislative committees with findings and recommendations.
