Revises limited contamination assessment report requirements for the Petroleum Cleanup Participation Program to ensure reports are sufficient to support the proposed course of action and estimate cleanup costs.

Modifies cost-sharing requirements to allow 25 percent cost savings through copayment, reduced contractor rates, difference between RMO-I and RMO-II closure types, or a combination of these methods.

Removes provisions requiring demonstration of financial ability to pay copayments and eliminates 120-day negotiation deadline with automatic ineligibility upon failure to reach agreement.

Requires advanced cleanup applicants to provide a property owner or responsible party agreement committing to continued program participation after the limited contamination assessment is completed.

Establishes procedure for applicants to submit a scope of work for limited contamination assessment after application acceptance, with the department issuing purchase orders of up to $35,000 per order upon agreement.

Takes effect July 1, 2019.
