Expands eligibility for expunction of criminal history records to include cases where no charging document was filed, all charges were dismissed before trial, charges were dismissed or nolle prosequi by prosecutors, or acquittals/not guilty verdicts were rendered.

Expands eligibility for sealing of criminal history records with the same conditions as expunction: no charging document filed, pre-trial dismissal of all charges, dismissal or nolle prosequi by prosecutors, or acquittals/not guilty verdicts.

Prohibits clerks of court from charging filing fees for sealing criminal history records when the applicant is determined to be indigent under section 27.52.

Changes language from "prior to" to "before" in petitions for expunction and sealing to clarify timing requirements.

Effective date July 1, 2019.
