Requires the Commissioner of Education to identify concordant scores on the SAT, ACT, Spanish language College Assessment and Admission Test (PEAU), and revised Spanish language University Admission Test (PAA) that satisfy the grade 10 Reading or ELA graduation requirement.

Authorizes the Commissioner to identify concordant scores on assessments other than those specified and requires new concordant scores to be determined if assessment content or scoring procedures change.

Requires the Commissioner to identify comparative scores for the Algebra I End-of-Course (EOC) assessment and comparative scores on the PEAU and PAA assessments for required EOC assessments.

Mandates that the State Board of Education adopt all concordant and comparative scores through rule-making, with previous scores remaining in effect if new scores are not timely adopted.

Takes effect July 1, 2019.
