CS for SB 1618 - Tobacco 21 Act

• Raises the minimum age to purchase or possess tobacco products, nicotine products, and nicotine dispensing devices from 18 to 21 years old, effective October 1, 2019.

• Preempts local governments from establishing their own minimum purchase age for tobacco and nicotine products, though local governments may still require retail licenses.

• Exempts active military members and employees lawfully employed in the tobacco or nicotine industry from age restrictions on possession.

• Updates criminal and noncriminal penalties for illegal sales and underage possession, including misdemeanor charges for sellers and civil fines/community service for minors.

• Requires updated signage at retail locations and delivery services to reflect the new age 21 requirement, and mandates training programs for retail employees on age verification procedures.
