Creates an exemption from Florida physician licensing requirements (chapters 458 and 459) for physicians employed by the U.S. Department of Veterans Affairs who hold active licenses in other states or U.S. territories.

Requires exempt physicians to submit proof of active out-of-state medical license and proof of current employment with the Department of Veterans Affairs.

Restricts exempt physicians to providing medical services only to veterans at VA facilities, VA outreach locations, pursuant to VA employment, and in hospitals licensed under chapter 395.

Requires physicians to attest they will provide medical services only to veterans under the specified conditions as a prerequisite for the exemption.

Directs the Department of Health to notify physicians of exemption eligibility within 15 business days of receiving required documentation and authorizes the department to adopt rules for administration.
