Creates s. 1012.053 titled "Florida Instructional Personnel Fair Pay Act" requiring the Legislature to fund the Florida Education Finance Program to ensure instructional personnel earn a living wage through collectively bargained salary schedules.

Provides instructional personnel with a 5 percent salary increase effective July 1, 2020, based on June 30, 2019 base salary, followed by 4 percent increases on July 1, 2021 and July 1, 2022.

Creates s. 1012.054 titled "Florida Educational Support Employees Fair Pay Act" with identical living wage requirements for educational support employees through the Florida Education Finance Program.

Provides educational support employees with a 5 percent salary increase effective July 1, 2020, based on June 30, 2019 base salary, followed by 4 percent increases on July 1, 2021 and July 1, 2022.

Takes effect July 1, 2019.
