Defines "raw agricultural commodities fumigation" and authorizes the Department of Agriculture and Consumer Services to consider fumigant use as a pesticide for fruits, vegetables, nuts, and other raw agricultural commodities in specified structures.

Revises food safety definitions and removes references to "convenience stores" and "retail food stores," consolidating regulatory authority under "food establishments"; updates food permit late fee to be imposed on January 1 rather than 30 days after due date.

Modifies the Florida Food Safety and Food Defense Advisory Council membership to make certain legislative chairs ex officio members and removes the requirement for a Department of Law Enforcement domestic security representative.

Extends the expiration date for use of Pest Control Trust Fund moneys from June 30, 2019 to June 30, 2024; repeals the Healthy Food Financing Initiative on October 1, 2020.

Amends dairy and milk product regulations to authorize expanded onsite inspections of milk production and distribution facilities, requires operation permits for frozen dessert wholesalers, and removes prohibitions on testing for milkfat content and repasteurizing milk.

Creates section 828.261 authorizing horse sale contracts to include covenants for continuing care of the horse with specified enforcement and notice requirements.
