Creates the Statewide Task Force on Opioid Drug Abuse adjunct to the Department of Legal Affairs to research opioid abuse and provide policy recommendations to the Legislature.

Task force membership consists of 19 categories of representatives including the Attorney General (chair), Surgeon General (vice chair), state agency officials, law enforcement, judicial representatives, and representatives from medical, pharmacy, addiction recovery, and insurance sectors.

Task force must hold an organizational session by July 15, 2019, and meet at least quarterly thereafter, with the Department of Legal Affairs providing necessary staff support.

Task force duties include collecting opioid abuse data, evaluating treatment and prevention strategies, identifying best practices for law enforcement and corrections, assessing educational programs, and developing a list of priorities for legislative funding or settlement proceeds.

Task force must submit interim reports to the Legislature by December 1, 2020, and January 15, 2021, and a final report with recommendations by December 1, 2022.
