Creates the Marjory Stoneman Douglas High School Victim Trust Fund within the Department of Education to serve as a depository for victim compensation programs.

Appropriates $160 million nonrecurring from the General Revenue Fund for fiscal year 2019-2020, with $80 million allocated to the Victim Compensation Fund Program and $80 million to the Victim Family Compensation Fund Program.

Trust fund sources include legislative appropriations and insurance policy payments covering claims arising from the event, with the act satisfying any insurance policy requirements for legislative approval.

Department of Education shall administer the trust fund, with fund balances remaining available at fiscal year end for trust fund purposes.

Trust fund shall terminate July 1, 2023 unless terminated sooner, and must be reviewed according to state procedures before scheduled termination.
