Creates the Marjory Stoneman Douglas High School Victim Family Compensation Fund Program within the Florida Department of Education to provide compensation to victims killed in the February 14, 2018 shooting and their families.

Requires applicants to submit forms listing the victim's name, all affected family members, and signed agreements to forgo litigation, dismiss pending lawsuits, and not seek legislative claim bills in exchange for compensation.

Department must verify victim identity, family member identities, and that all persons with potential claims are disclosed before approving applications and disbursing funds.

Funds from the Marjory Stoneman Douglas High School Victim Trust Fund must be distributed evenly among family members of each victim, and applicants must sign an unqualified release of all claims related to the event.

Clarifies that the program does not constitute an admission of liability by the state or its political subdivisions and does not waive sovereign immunity defenses or increase liability limits under Florida law.
