Proposes creation of Section 22 of Article III and Section 40 of Article XII of the Florida State Constitution requiring a two-thirds supermajority vote in each house of the Legislature to enact a general law preempting a subject of legislation to the state.

Prohibits the Legislature from preempting any field of regulation or subject of legislation that is not already preempted to the state by the Constitution unless approved by a two-thirds vote of each house.

Constitutional amendment to take effect January 1, 2021, upon voter approval.

Requires submission to Florida voters at the next general election or an earlier special election authorized by law.
