Authorizes counties with a population of 900,000 or more (per decennial census) to establish and appoint members of more than one tourist development council upon finding that multiple councils best serve the county's tourism industry needs.

Requires each tourist development council established under the new provision to be composed of a minimum of nine appointed members who are county electors, with staggered 4-year terms and annual chair appointments or elections.

Mandates that multiple councils meet at least quarterly, review tourist development tax expenditures, and report unauthorized expenditures to the county governing board and Department of Revenue.

Allows tourist development tax revenues to be used for public facilities if recommended by any established tourist development council for that council's designated area, in addition to existing recommendations from a single county council.

Changes statutory language from "prior to" to "before" regarding the 60-day notice requirement before enacting an ordinance to levy the tourist development tax.
