Eliminates restrictions on specialty hospital licensure that previously prohibited hospitals from specializing primarily in cardiac, orthopedic, surgical, or oncology services, effective July 1, 2024.

Removes certificate-of-need requirements for the construction or establishment of general hospitals and the conversion of specialty hospitals to general hospitals, effective July 1, 2024.

Establishes licensure standards for diagnostic cardiac catheterization services and adult cardiovascular services, including two-tiered program levels (Level I and Level II) with specific volume and transfer agreement requirements.

Deletes definitions related to long-term care hospitals, health services, tertiary health services, and mental health services from the Health Facility and Services Development Act.

Repeals rural hospital replacement facility provisions and cardiovascular/burn unit licensure sections while authorizing inactive licenses for hospitals under certain circumstances.
