Requires county and municipal governments to adopt and enforce the Model Ordinance for Florida-Friendly Fertilizer Use on Urban Landscapes (2015), changing the requirement from voluntary encouragement to mandatory adoption.

Mandates use of fertilizers containing at least 50 percent slow-release nitrogen component for residential lawn use in all counties and municipalities.

Requires counties and municipalities within estuary runoff areas to implement a lawn fertilizing holiday banning fertilizer application from June 1 through September 30 annually and to prohibit fertilizer application within identified setbacks from water bodies.

Defines "estuary runoff area" as any part of a county or municipality where stormwater runoff flows to an estuary.

Allows counties and municipalities to adopt more stringent fertilizer standards if they demonstrate necessity based on scientific information and provide public documentation of their decision.
