Creates chapter 1014, Florida Statutes ("Parents' Bill of Rights") establishing fundamental parental rights that cannot be infringed without demonstrating a compelling state interest and using narrowly tailored means.

Grants parents specific rights including directing child's education and upbringing, accessing school and medical records, consenting to biometric scans and DNA records, and receiving prompt notification if a criminal offense is suspected against their child.

Prohibits state employees from encouraging or coercing minors to withhold information from parents, with exceptions for law enforcement and Department of Children and Families personnel acting in official capacities.

Requires each district school board to develop a policy promoting parental involvement that includes procedures for parents to object to classroom materials, withdraw students from sex education, learn about school activities and clubs, and access information about parental rights and school choice options.

Prohibits health care practitioners and other entities from performing surgical procedures, physical examinations, mental health evaluations, or prescribing drugs to minors without written parental consent, except in medical emergencies or when parent cannot be located; violations are first-degree misdemeanors.
