Prohibits state officials, local governments, and political subdivisions from accepting consular identification cards or similar documents issued by foreign governments or embassies to determine a person's identity or residency, with the exception of valid passports.

Prohibits acceptance of identification cards or documents issued by any person, organization, county, municipality, or local/state governmental entity unless the Legislature expressly authorizes such use for identity or residency verification.

Prohibits local governments and law enforcement agencies from adopting policies, resolutions, ordinances, or other actions that authorize the use, creation, acceptance, or recognition of prohibited cards or documents for identity or residency determination.

Declares any local government or law enforcement policy, resolution, ordinance, or action that conflicts with these provisions void and unenforceable.

Effective upon becoming law.
