Creates requirement for condominium and cooperative buildings with 3+ stories lacking fire sprinkler systems in common areas to post State Fire Marshal-approved signs or symbols warning emergency responders, with the State Fire Marshal ensuring signs do not diminish building aesthetics.

Allows certificates of compliance from licensed professional engineers (in addition to electrical contractors/electricians) to serve as evidence of fire and life safety code compliance for condominiums and cooperatives.

Exempts buildings 75 feet or less in height from mandatory fire sprinkler system retrofitting; buildings over 75 feet can forego retrofitting if unit owners vote by two-thirds affirmative vote, with height measured from lowest fire department vehicle access to highest occupiable floor.

Extends retrofit completion deadline to January 1, 2023, and requires non-compliant associations without opt-out votes to initiate building permit applications by December 31, 2020 demonstrating compliance by December 31, 2022.

Allows electronic voting for opt-out votes, permits failure to provide timely notice or report votes without invalidating otherwise valid opt-out votes, and permits both 10 percent petition or board majority to call subsequent retrofit votes requiring two-thirds approval.
