Creates section 1003.211, F.S., requiring each public school to establish a School Staff Assistance for Emergencies (SAFE) Team and develop a school elopement plan for students with autism spectrum disorder or intellectual disabilities.

SAFE Team must include the school principal, assistant principal, and at least five additional members appointed by the principal, with responsibilities to create and update the elopement plan annually, respond to elopements, and train all school personnel.

School elopement plan must include a campus search grid identifying bodies of water, intersections, train tracks, parks, and other hazards; notification and search procedures; a coordinated response protocol including "Code Gray" alert; and SAFE Team member contact information.

Requires SAFE Team to create student-specific elopement quick reference guides for students prone to elopement, including the student's photograph, communication level, interests, behaviors, health considerations, available GPS technology, and likely locations within the search grid.

Each public school must annually submit its elopement plan to the district school board; effective date is July 1, 2019.
