• Board of Governors must annually report by September 1 on intellectual freedom and viewpoint diversity at each state university, with institutions conducting surveys of students, faculty, and administrators assessing campus climate for diverse viewpoints.

• Board of Governors must develop and deliver annual training programs for university trustees covering fiduciary obligations, accountability mechanisms, infrastructure oversight, college affordability, ethics, and governance best practices, with new trustees required to participate within 1 year of appointment.

• Office of the Inspector General shall investigate allegations of waste, fraud, or financial mismanagement at state universities if the Board of Governors, Cabinet members, legislative presiding officers, committee chairs, or university trustees determine the institution's board is unwilling or unable to address substantiated claims.

• State appropriations transferred to university and Florida College System institution direct-support organizations may only be pledged for capital projects, and boards must annually report transfers to the Legislature; direct-support organizations are prohibited from using state funds for travel expenses and from making gifts to political committees.

• Universities and Florida College System institutions cannot construct, accept, or purchase property or facilities requiring general revenue funds for operation or maintenance without prior Legislative approval based on a determination that sufficient funding is available for the facility's useful life.
