Driver license, identification card, and address change applications submitted to the Department of Highway Safety and Motor Vehicles automatically serve as voter registration applications upon applicant consent.

The Department of Highway Safety and Motor Vehicles must include a voter registration component on driver license and identification card applications, approved by the Department of State, containing eligibility information and decline options.

The department must electronically transmit voter registration information to the statewide system within 24 hours for online applications and within 5 days for paper-based applications.

County supervisors of elections must notify applicants of the registration process, and applicants are automatically registered if they do not decline within 21 calendar days of notification.

Applicant declinations to register cannot be used for any purpose other than voter registration, and the effective date is July 1, 2019.
