Prohibits local governments from requiring wrecker operators to accept checks as payment and declares state preemption over attorney fees and court costs related to private property towing, making conflicting local ordinances void.

Authorizes towing operators to place liens on vehicles and vessels to recover reasonable towing fees, administrative charges imposed by local governments, and storage fees.

Modifies signage and notification requirements for private property towing, replacing specific height requirements with general prominence standards and expanding terminology to include persons in custody of vehicles or vessels.
