Repeals chapters 2000-445, 2007-301, and 2014-230 of Florida law and abolishes the Hillsborough County Civil Service Act.

Requires all agencies and authorities previously covered by the repealed act to establish a fair, neutral, and impartial system for administering employee discipline involving suspensions, involuntary demotions, or dismissals.

Mandates that the employee discipline and appeals system be uniform across all affected agencies and provide tenured employees with substantially similar protections and rights as those outlined in sections 11 and 12 of chapter 2000-445, Laws of Florida.

Takes effect October 1, 2019.
